Classify Coastguard, Raindance As Emergency

Both of these are emergency vehicles and sport SA Coastguard & FD liveries respectively.

Stealing those should trigger the Emergency Vehicle Theft crime and not regular Grand Theft Auto.

If Raindance is classified as "Emergency Vehicle", then it has to be removed from aircraft shop also.

Let's be honest: how many people buy those? Its handling is... subpar to say the least.
