Add limit to cop duty

Good idea or Mike can just add a limit for cops in the server to make it fair, because nobody wants to see 100000 cops after you when you only have 2 stars

I'd rather see a cop limit rather than forcing people off-duty, quanitity matters in this question.
You could argue that skill matters, but in 10 cops vs 1 pro scenario criminal will always end up wasted.
