Pretty sure this depends on the PD because in the SFPD this wont occur this is mainly due to the checkpoint position and the spawn point when a person spawns in desk duty

Try doing with the female skin? I don't think that is gonna help but just give it a try.
I guess that it is because sometimes due to an obstacle in path or a bug your character actually sits in air on the checkpoint rather than the chair I couldnt record it but this might be the root
Today I died around 3 times and the pop-up was shown to me every time. Try with the female skin.
