I think payouts could be increased for civilians, cops are pretty much perfect where they are.
As for revenge rule, first impressions - very good. Too soon to say more but it feels much less toxic than it was with players rotating kills and chasing infinite revenge.

Also we don't camp in PD.
We go there to break out players, that's not against the rules
If you shoot us then we have right to defend our selves
If you don't want problems don't shoot.
