Homeless shelters

Given the huge amount of homeless people and unsuitable housing MCNR should add homeless shelters, such shelters would function as "public housing" usually in outskirts of a city where everyone can chose their spawn location and spawn a car here, also with soup kitchen where you can heal your health or buy basic stuff, for example in LS It could be warehouse near airport.

Mostly unsuitable locations but providing basic services

+1 also i think that people who have the most properties or money on the server should pay a certain amount of money daily/weekly for homeless shelters
