Remove shitty, petty rules like being punished for blowing up someone's car, being punished for blowing up gas pumps on someone or other stupid rules like being unable to revenge on someone if they die in less than 2 minutes after killing you.

i got punished for killing someone who was stalking me at the airport (which staff calls it a public space) +1
non threat thing is the biggest piece of dogshit rule this server has ever invented. just make wanted levels to 1-3 ticketable, and others kill on sight
Remove non-threatening thing and bring the revenge back like before.
