Random lights appearing bug

- What is your in-game name and account ID (if known)? WAP
- What happened exactly? Random light objects appearing
- What circumstances may have led to the issue? Not sure. Appears to happen frequently in SF active city, I don't think I've seen it in LV or LS active city. Often messes with GPS arrows too

Saw them in Rodeo (LS) also. I thought it was something wrong with my game..

This has happened to me a few times, especially when there are GPS markers, the lights mess with it.

Can't seem to find a way to replicate, unfortunately.

Turns out the searchlight system used at Dwayne Island and Area 69 is completely fucked. I was working on something back in Feburary and apparently broke it badly. It's complicated, but I'll fix it or revert my changes.
