Disallow people to bind sprint to scroll

The feature of SAMP which you mentioned regarding Scroll Up/Down, that's a feature, not an addition of script of some sort so pretty much all SAMP players are aware of it and hence no discrimination of who uses what.

If you give me any logical and more solid reason of why we shall allow Sprintbind, then I may think to change my vote but for now expect complete unsupport.

There is no way to differentiate to between a sprintbind (cleo) and sprint binding to scroll. So allowing one and disallowing the other is utterly useless. I don't understand why you are against sprintbind but in favor of binding sprint to scroll.

Also there's no rule that states I can't upvote my own suggestion, and what I did can not be counted as spam as it wasn't done continuously in a row. But I don't care
