We can kill non threat in water or in air but I got pso for killing non threat on a tall building no one can get on. Add this to non threat killing exceptions please, it should also be there.

Use /jv to get a list of the job vehicles and then double click on the one you want to spawn.
Im with Raptor with this one like sure they are camping on high buildings which are hard to get to but you have been provided with a helicopter for this reason.

People be using the non threat shit to lose your time. You will take heli and guess what after you get close they will just fly their heli and then it turns into a flying chase that ends only when someone rans out of gas that will take like 20 mins...
