One of my suggestions from a very old topic but I felt that I needed to bring this up. This would definitely feel like a good update imo.
If you get arrested near a county/desert/town/village, like Dillimore, LS and the active city is Los Santos, you should be sent to the Dillimore PD and serve the time there IF you are not a most wanted (most wanteds should go like usual to the main PD from the active city).
If you get arrested in Fort Carson, LV and the active city is LS, you should be sent still to Dillimore LS as being jailed in a non active city area does not make sense.
If you get arrested in San Fierro and the active city is LS, you should be sent to the main PD from LS.
OR what it could be fun: Being jailed to the Police Departments depending on your wanted level.
2-4 Stars = Small PDs
5-6 Stars = Main PDs
Sounds like quite a job but it would be fun. Dropping here my 2 cents. 😀
Being sent to jail in the country/desert PDs too
It's more work than it's worth. It adds nothing of value. Cops don't go there.
