make cops need to buy mekits from hospitals

I think it's good for the game, it will make medics more useful because they can carry medkits and sell them to cops and civilians outside PD.

+1 anything that makes medics more useful

He should remove the autojail by hospital when you die ( "hospital has called the police on you" ).  I'm neutral to this suggestion.
