add helicopters as job vehicles

On my own point of view i'm not fond of this, if there are indeed helicopters on LV,LS,SF police departments then why should we be able to spawn one? as nothing changes -1

coz in SFPD there is only 1 heli + the helis are abandoned all the time. What im saying is cop helis can only be spawned. They wont be lying there like usual

I agree that abandoned helis (and other vehicles) are an issue but I'm not sure this is the way to solve that. If you're the one doing the abandoning, I suggest you destroy them with a single sniper shot to the rotor.

destroying is not always an option. I try to destroy if possible but still........
