The timer in Target Practice starts before climbing up the stairs

Issue	Target Practice Timer starts too early
Description	The timer starts while the player is loading even tho it's supposed to start when the player goes up the stairs losing the player crucial time

Moving to Confirmed Bugs.

This was changed to prevent Players from camping inside the target practice and Mike didn't update the info box on the left side but yeah we'll see what he will do to it.

Maybe a second timer can be added. One to kick campers, and another to start the timer itself.
