allow the useage of rc helicopters/cars as drones that cannot be used for combat and just for surveillance

The guns can probably be disabled just liked the front driveby but that might interfere with some staff events including these vehicles

RC Goblins & Raiders have no guns AFAIK. Won't hurt much to add them I guess.
As for the cars, they can potentially be used to knock over pedestrians, so at least some extent of admin oversight will be required
