At 0:32 of my video, you can see that as I approached the vault, the 'Collect the moneybag' message appeared, but as it turned out, there was no money bag in the vault.

A Little Annoying Script Inconsistency
hmm, yes. it's kind of a "bug" you call, but i will just call it a failure scripting, since the script tells you the bank lockdown, it doesn't actually lock the vault down, as soon as there are no bags, but i will log it for you.

The way it is coded means it's not an easy fix. Not worth fixing tbh.
