rule regarding "shooting non threat"

so these days i have seen players reporting cop for "shooting non threat" even tho they are running around with weapons so why is that, for example

yesterday a dude was running around with weapons (4 stars) so i started to run after him with tazer in my hand but he ends up shooting anyway after wasting my time,
so now why let them play this "IM NON THREAT" card on us why can't we  just kill them, they are literally with wanted level + weapons in hands isn't that enough to make them lethal?

in short, cops should be able to kill non threat suspect who has weapons on them, thats it.
Almost totally agree with you. In my opinion, ARMED suspects should be given the chance to surrender. Let's make the "freeze" warning a useful tool: if you don't immediately (1 second) comply with the order to freeze and disarm while you are armed and you are wielding a firearm or holding any other deadly weapons in your hands, cops are authorised to take you down with extreme force. Conversely, to balance this, if most wanted suspects surrender with their hands up, they should be considered non-threat anymore (as long as their hands are in the air) and cops are no longer allowed to use deadly force on them.
It's also logical: if you see somebody wielding a gun and you're a cop, you warn him. If they don't follow your orders, you can't wait for them to aim at you and shoot you, you shoot first. It's called pre-emptive self-defense
100% approval on that.

You have a valid point, but I disagree. This is why:

Based on crime history

-The server keeps track of criminal activity.
- There is no need for video evidence if you are reporting a cop; all you need are your crimes or actions.
- If you attacked a non-threat, there is no excuse; the server has everything accurately logged, so it is your fault for not reading properly.

Based on weapon equiped

- The server currently does not detect or log the weapon you are holding.
- Video evidence is required if you want to make a report against a cop for killing a non-threat, as logs are ineffective. This means rule breaking cops will have a higher chance of escaping punishment.
- Concerns about the validity of reports; the cop may claim that the suspect was armed, while the suspect may deny this. Excuses like "admin, I play on 144p resolution, I thought the suspect was holding a weapon"
While the suggestion makes sense on a surface level, anyone that plays MCNR knows that no one plays without guns, having guns is a MUST (Self defense, retrieve stolen money...) and approving this suggestion means the approval of killing every single suspect.
This would also create loopholes for both sides:
- cop could claim he saw a gun in your hand when he really didn't
- suspect could claim he never pulled out his gun despite having one, meaning the cop killed the suspect with no reasonable cause

this would be a pain in the ass for staff to deal with and to distinguish between reasonable and unreasonable deadly force

these are just examples, this would also cause cops to camp locker and kill every player that retrieves their confiscated weapons (2 stars, known to have weapons)

overall its a good suggestion but it would only work in an ideal world, not here, people like to abuse stuff.
yes i do agree with adam and roro, but what if we make it like "if a suspect is above 3 star wanted level and he's running around with weapons"?

so we should consider every single player as a thread
as roro said having guns is a must in mcnr, if your not into buying guns then simply your not playing, the game is literally based on having guns

Edit: this "new" suggestion that gotten into my mind is completely different from what i said above, so don't get confused, after all its upto Karbz/Mike to decide anyway.

So like i have said in discord before "shooting non threat" should be allowed and "killing non threats" shouldn't be, makes more sense thats all.

the screenshot above is an example, i basically shot the dude in the screenshot using literally 2 sawnoff bullets which barely did any damage to his armor and i was issued a pso just for this,
(which i find it unfair and sooner or later others will too) and i have seen other players being punished for it as well, which doesn't make any sense at all.

btw in my case the guy was robbing the bank had 5 star wanted level running with weapons still considered as a non-threat btw, just saying how weird it actually is.

how can you shot them while not killing them??
or what's the point of shooting if your not going to kill
