PRECEDENT:
Back in the days, the Roller-skater skins were accessible by any player in SAMP, however, They have been removed from some servers, because such skin has buggy animations and atypical animation loops and framerate. Ultimately, They were removed because they gave an unfair advantage over other players, or made it impossible to interact against (arrest, shoot)
NOW:
This means that the game did have, and still has, some skins that are bugged or perform in a different way that is abnormal to the rest of the common speed or anim loops. These skins allow unfair advantages over regular skins, such as Fast moving, due to framerate and animation loops, Bugged hitboxes, Smaller and thinner Hitboxes.
ROLLER SKATER SKINS DO NOT EXIST ANY LONGER IN MCNR
Meaning that the server has indeed recognized the actual unfairness/ buggyness of it , and is aware that Skins ingame Do offer glitchy, unfair features.

These advantages and differences are well,widely-known by the SAMP community, to the point that DM server players TIPICALLY wear these skins due to the fast moving or buggy anims it has. A group of these advantageous skins, are even labelled as FAST SKINS

THEREFORE:
Any and every skin known for Fast moving, Small/Thin hitboxes, Buggy animation-Loops MUST BE REMOVED in the same principle as Rollerskater skins were removed.

Add that to desynched players, connectivity issues, modded players, ctap and cbug, amd even aimbotters.
AAAAND, pair it with DONATOR ONLY WALKING STYLES, THAT BOOST THE ALREADY FAST-SKINS
