Add command /countdown or /cd so people can use it in 1 v 1

Countdown isn't only for deathmatching... I can think about alot of other things that countdown can be used for, like races, cops using it so they can rush altogether, etc. +1

I dont think that its a good idea since it will make dueling more easier and this isnt a dm server, the more dueling is hard the rare we can see players dueling
