To make it a bit more fair for people doing TH (considering players like bronwyn know the exact spawn locations of every TH Hint that exists)
Allow each stage of the treasure hunt to award players with a bit of money and score when they find the hints.
Example +3 score and $500 money per hint.
It sucks to find all 3 clues and then get confused on the last one and someone else finds it before you do.
You just wasted 5-10 mins of your life and made 0 score, so a bit of reward for each hint would be a nice addition.

If I read this correctly it is not the problem of the reward not being high enough but it is the lack of new treasure hunt locations to make it challenging for both new and experienced players on this server?
To be honest before reading this post I thought all locations were randomly generated.

You read wrong. He mentioned if you're spending time and effort to finding clues to the last position of the TH and someone else finds it, then you wasted that time, and you who put in the effort of trying to find these Treasures, don't get anything.
+1 on this the clues are not random generated and a veteran can only look at locations of places they normally are.
This is also the case for Moneybag too, but yeah either manually find a better place to put them, or give the players rewards for each clue they find, and a bigger one for the actual treasure 🙂
