Turn Lighthouses Off In Daytime Unless Fog/Rain/Sandstorm

From 8h to 20h, there's no point in these working unless there's a rain/fog/sandstorm and the SAMP light object is... esthetically challenging, to put it lightly:

  • Dwayne Island Lighthouse

  • Dwayne Island Prison searchlight towers

  • Santa Maria Lighthouse

  • Area 69 searchlight towers

Lighthouses done, searchlights will stay.
