First you need to go to https://mikescnr.com/logs
You will be asked to enter a username and password. The username is admins and the password is whatever the current admin login password is (see here: http://mikescnr.com/forum/index.php/topic,2516.msg9821.html#msg9821).
Once inside you will be greeted with a series of folders.
There are different logs for different things, but I personally only really use FullServerLog as it contains all the AC messages, death messages, commands, and chat. The other ones only contain certain types of messages or errors.
Clicking on the FullServerLogs folder reveals a crapload of text files, one dated for every day since the server started running.
Opening one of these reveals a lot of useful information, you want to look for the ones at the bottom generally as they are the newest logs.

You can use the search feature of your web browser to find information you are looking for. Searching parts of the common message strings such as "Killer" are a good way to catch these messages only.
Some other useful things you can search are:
- Cop information, specifically attacking or killing unarmed suspects. It shows the suspect wanted level as well.
[0:02:09] [COP LOG] root42O (0) shot SipztA (31) while they were ticketable.
- Chat information (It may be a good idea to search for a particular thing that was said)
