subsequent eating doesnt restore health

you have to use a med kit, then eat a burger so you can fill it 100%. It's not a bug. Anyways, thanks for the report, unfortunately this isn't a valid issue so I'll be closing this report. (It's been made intentionally made like that) 🙂)

Yes it's intentional. If not, medkits would become pointless and fights would last forever as health gaining opportunity would be everywhere.
