Increment bail npc jail system

Bribe should be higher and NPC should be installed. The bribed money should be gone to cops or distributed to cops that are nearby to the NPC or interacted with NPC in last 30 minutes or so. Because anything less than $10K bribe to escape 3 minutes prison doesn't make sense at all.
