Consider installing the "modloader", then add the silent patch to it. It just fixes plenty of annoying GTA SA things.

To me that mp3 is the bike's original sound, but sped up and also pitched up, if you put your ear into it.

The silent patch is a must have mod. Reinstall your game with an ASI Loader and the patch, and this problem won't occur.

I am pretty pretty sure that sound effect is one of the pedestrian screams when they run away. I’ve seen it a lot, I don’t know if Silent patch fixes it. I have so many audio bugs it really pisses me off. The worst one is when you are in a helicopter or a plane and it goes completely silent until you get out and back in.

Silent patch fixes the sound only if you reinstall the game. But the heli sound happens when there's a lot of resources are being used (like having a lot of players) and it can't be fixed with a mod, unfortunately.
