Ok, we don't disallow R4 because versions are easily spoofed, but we disallow 0.3.7 R1 because ????? [reason please]
If versions are easily spoofed, I don't find any reason for you to disallow 0.3.7 R1, right now you're restricting us from using beautiful mods that come with sampfuncs, hell I'll spoof my samp version myself to install a damage informer mod, wouldn't that be allowed according to you? Your reasoning is not making any sense, either allow R1, or disallow R4, currently what you are doing is pointless and just like you said, it does nothing except disallowing legit people from using mods

+1 for the suggestion anyway. samp is never going to be fool proof. the newest version itself has been bypassed so might as well allow all versions now.

my cheaters friend suffer to use cheats on r5 version so they leave the game, but if 0.3.7 will be allowed then they will keep on playing the server which will help in increase the number of players which is the end goal.

All versions except for 0.3.7 R5 should be blocked. Because there is an RCE exploit in all previous versions, all the way back to the first version that had dialog list style implemented. RCE or Remote Code Execution gives server owners power to access anything on your PC out of SA-MP boundaries, even your files.
