Bribe sometimes has a 0 or 500 limit

Looking at the code, it's intended that you cannot offer less than $500 on a bribe, and a player cannot accept more than $10k in bribes per x amount of time. But the code is terrible and needs a rewrite. It also needs saving to the database so players can't just relog to reset the limit. It also doesn't seem to ever reset without a relog anyway.

I will rewrite it soon.
