I suggest that when you press Q+E+shoot the helicopter starts shoot at the nearest 4-level wanted suspect. The damage should not be too large, like 5-10 hp per 2 secounds to do at least something because now it's pointless to follow suspects with helicopter because you literally can't do anything with it.
This would be complicated if not possible and it's not needed anyways since you can get the seasparrow or the rustler if you want to shoot down suspects using a plane or a helicopter

You could just heliblade them
I can't heliblade vehicles and I can't shoot not most wanted suspects from sea sparrow/rustler (by the rules)
