add 'unwritten rules' to Server Rules forum section

unwritten rules should be written.

some people are saying killing most wanted criminals while cuffed isn't allowed but what about if they just murdered 2 cops, almost murdered another one and are resisting and about to break free from being cuffed while armed? for police the rules say kill if threatened and preserve life, i think they're a threat and killing them would be necessary to preserve life under those circumstances but some people say it isn't allowed not matter what so if this is not allowed why not just add "cuff & kill not allowed" to the server rules section in the forum?

there's probably other unwritten rules and many possible circumstances in an open world game but anything related to arresting and killing should be made clear.
