i injured a criminal after a shootout, he was laying on the ground and one of his friends that was "innocent" with white name tag came over and started trying to revive him. i noticed he didn't get punished for trying to revive a most wanted that attempted to murder a cop and couldn't do anything about it because hes "innocent". this imo is unfair especially when time the cop vs robbers ratio is unbalanced favoring the robbers which is most of the time. if these "innocent" civilians want to get in the boxing ring i should be able to hit them.
make it a felony to attempt to revive a criminal

i was trying to imply i wanted to be able to cuff someone attempting to revive murders/cop killers that will most likely start murdering cops and other players again as soon as they get revived.
cops in-game can preserve more life by not letting a murderous lunatic get revived by his other murderous lunatic crew member that will most likely start murdering again once they get revived.
irl police #1 role is to enforce the law and legally they have no duty to protect anyone unless they are in custody.
