Police boat spawn

Hello,
When you are cop and while you're chasing a suspect but this suspect swim faraway by using a boat
I suggest to make ability for cops to spawn their boat in the water for like these situations and just for who rave rank 10.

I think it would be unfair
robbers cannot spawn boats, they just use what they find. The cops must find another boat in the same way.
