Disabling NONTHREAT damage and INSTANT threat for threatening-player helpers

Right now, pursuits and crossfires create two major issues: cops taking unnecessary player reports/PSOs for damaging non-threats, and getaway drivers abusing the 15-second timer to give wanted suspects a free escape route. Here is how to solve both problems cleanly: --- **1. {#ff9966}Disable Cop Damage to Non-Threats (Orange / 2-5 Wanted Levels){/}** * **The Problem:** During active situations, cops often end up shooting or damaging non-threatening players (orange wanted levels 2 to 5). This constantly leads to unnecessary player reports on the forums, forcing staff to deal with endless headaches and complaints about accidental teamkill/DM. * **The Fix:** Completely disable cops' ability to deal bullet/weapon damage to non-threats—treat them the exact same as 0-wanted innocent players. Cops should only be able to taze, cuff, and arrest them. * **Why it helps:** Eliminates accidental damage completely, saving staff from reviewing hundreds of point-less crossfire reports while keeping the law enforcement workflow clean. --- **2. {#ff9966}Instant Threat Tag for Getaway Drivers (Remove 15-Sec Delay){/}** * **The Problem:** Under the current system, cops have to wait out a 15-second delay before a getaway driver receives a threat tag / wanted level when hauling a suspect. * **The Argument:** With the vehicle locking system, a car automatically locks when the driver is inside. A suspect cannot simply "hop in" by accident—if a suspect enters the passenger seat, it means the driver **intentionally** kept their vehicle unlocked to aid their escape. * **The Fix:** Since aiding the suspect is 100% deliberate, remove the 15-second grace period. The driver should receive the threat tag / wanted level **instantly** the moment a wanted suspect enters their vehicle. * **Why it helps:** Gives cops the immediate authority to disable the vehicle and takedown the suspect without having their hands tied for 15 seconds while the driver speeds off. --- This protects cops from getting reported over crossfire mistakes, cuts down on staff report backlogs, and instantly shuts down a major pursuit exploit.
