Classify Coastguard, Raindance As Emergency

Both of these are emergency vehicles and sport SA Coastguard & FD liveries respectively. Stealing those should trigger the *Emergency Vehicle Theft* charge and not regular *Grand Theft Auto*. Originally posted in [topic 24821](https://mikescnr.com/forum/index.php/topic,24821.msg119402.html)

I don't think many players would look at these and know they are emergency vehicles. They are *used by* emergency services, sure, but I don't think that would exclusive. I think it'd just be confusing and adds no value to do this.
