Vehicles don't get spawned for this, they are found. You cannot easily detect if a vehicle is in water, but if somoene drove it in it should disappear a minute or so afterwards. If someone pushed it in manually with another vehicle I cannot detect that..
While I can't fix this, I will probably make it so pressing 2 will find a different vehicle and not the same one, if you press it while one is chosen.
