The fact that you cannot buy medkits does not prove you have any. It might be denying you a medkit purchase for another reason such as your inventory being full. Please check your inventory to see if you actually have some medkits..
It won't let you heal when your HP is already at 100, It seems like a Typo error to me though, Since it should have said that you don't need it since you are already full. Still what Mike said above please do record showing your inventory as it might have gone full.
Just try and buy a medkit and see what it says. It will tell you the reason.
