tests for joining public service

I think we should add tests for people before joining public service especially for newer players.[ can also work for experienced players] Nothing sucks more than getting killed as a non threat by a amateur cop.
PROS
- less chaos.
- will improve the CNR experience.
- also reduce the chances of medics killing criminals as they will know that its not allowed

What type of tests, explain, please.

Then we block out anyone that doesn't speak English.

If they don't follow the rules they'll get PSOs and be cop-banned eventually.
