remove/modify players calling mechanic without vehicle.

I'm fed up from those players calling mechanic for nothing, yes, without vehicle.

-my suggestion;

Modify the /mechanic calls to stop bothering the mechanics with false calls. 

For example; "you need vehicle to call mechanic".

+1 makes sense

You can't call a Mechanic unless you need their services already...
