It is not possible to have an armour in player's inventory.

Depending on where the active city is, you can find an evidence locker in the police department; the green square on your radar shows you where the evidence locker is.

I do not agree with this, because what if somebody's house is being robbed? The owner might quit, reconnect and then spawn at their house.
