Well, it's so annoying for me to kill an unarmed suspect in water. Then better make cops swim faster so we can catch all unarmed criminals peacefully also it's so easy to handcuff and arrest suspect in the water if we could swim faster

/fpslimit already helps alot, but if you do not see any difference, maybe you forgot to turn on FRAME LIMITER in setting. Try it, it's already very powerful for catching someone. Also it's not possible to just let "cop" swim faster.

No need, moreover would be unfair and as burger said, /fpslimit helps a lot. If you can't catch them kill them as it's allowed.
