There should be a limit for cops

I'm just think of this suggestion I don't know it is a good suggestion or not but still lemm tell
In game sometimes there are more cops then civs which is hard to for newbies maybe there should something like limit for cops to go on duty by seeing how many players playing I know it's hard but just try thank you 😀
