Moderators must record ALL actions they take, PSO's and Infractions with adequate proof.
Once trusted enough to enforce rules correctly, they will be promoted to Admins, and recording of PSO's on the forums becomes voluntary (evidence must still be collected and provided when requested).
RULES
Do not spam or flood chat or features
Spamming/flooding is defined as sending chat messages and/or commands (such as bribe invites) rapidly, repeatedly or unnecessarily. This is disruptive to other players and is not allowed.
The server employs an anti-spam feature which limits players to sending two messages or commands in rapid succession before initiating a small cooldown period until another message or command can be sent.
How players should be punished:
- Give a warning.
- If they are continuing to spam constantly even after a warning, infract them 3 points (if they are a newb, infract 1 point for the first offence)
- Mute for 5 minutes.
Players that /setchatroom back to English after being set to non-English and continue to talk in a language, other than English, they should be punished with 2 points for chat spam.
Do not troll, flame, insult, disrespect, harass, defame, impersonate or discriminate other players
Any form of hostility towards other players is outright untolerated. This is a game and should be enjoyable. Note that we take cyber bullying seriously and any cases of bullying will be dealt with accordingly.
See here for list of valid insults: http://mikescnr.com/forum/index.php/topic,2785.0.html
How players should be punished:
- Infract 2 points for a first offence and a warning.
- Infract 3 points for each offence leading on from the first.
- Mute them if it is continuing on after a first warning for 5 minutes.
- Impersonation of staff is grounds for a forced name change, or if it is believed to be malicious, account deletion.
Do not use any hacking or cheating programs in any circumstances
Cheating or hacking programs are not allowed in any form. This includes mods (and CLEO mods) which affect other players such as changing running speed animations.
Crashes.asi is permitted, as there is an FPS limiter in place to prevent crazy unfair advantages.
How players should be punished:
- Spectate people that set off AC warnings immediately
- Record their actions if they are cheating.
- Ban the player for 1 year (only if cheats affected other players).
- If you are a moderator, submit evidence to http://mikescnr.com/forum/index.php/topic,2732.0.html for a ban extension
- Admins and above must retain the video indefinitely, or upload to a platform such as youtube before deleting from their local disk.
- It is critical that you gather sufficient evidence depending on what is suspected. Aimbot complains require Community Manager approval and 5 clips MINIMUM
Do not use gameplay-affecting modifications
Game modifications are allowed to a certain extent, however any modification which alters what another player experiences is outright disallowed. For example lowering the suspension on a vehicle is not allowed as other players will see the original vehicle model and it will be clipping into the ground.
- Game alterations that allow things like the above, or flying bikes like magic carpet, running faster, etc, are treated as cheats and punished by a 6 month ban.If the cheats affect other players then it is a 1 year ban (e.g aimbot, exploding everyones cars, teleporting people).
Do not deathmatch or kill players without reason
While killing is part of GTA, we do not set out to be a deathmatch server and killing other players for no reason is not tolerated.
Valid reasons to kill:
- Self-defence (they are shooting at you)
- You are a cop and they are a most wanted suspect (red)
- You are a cop and they are posing a fatal threat to others (e.g. a yellow player is shooting at other players - you may take them down to preserve life)
- You are a medic/firefighter and are attacked (self defense is allowed)
- You are a most wanted player and someone is trying to kill you
- Someone attacked you
- Someone robbed you
- Someone is following/harassing/stalking you
- There may be other reasons - this is just a rough guide
NOT valid reasons to kill:
- They insulted me in chat
- I don't like their name
- I'm bored
- It's fun
- I like deathmatching
- I like killing cops (when you have not committed any crimes)
- Do not team kill (cop killing cop) unless in self-defence
- There may be other reasons - this is just a rough guide
Deathmatching players can be frozen, jailed, disarmed, have damage disabled, receive infractions, be kicked or even be banned temporarily.
- If they are new players, give a warning. Issue 1 point for RDM
- If they are shooting but they didn't kill the player. Issue 1 point for RDM, shooting the player's vehicle applies too if the player is inside it.
- If the player do any killing, jail for 5 minutes. Issue 2 points for RDM
- If the player repeatedly/continous killing, jail for 10 minutes. Issue 3 points for RDM
Forum report deathmatching one off deaths should be ignored in the event it cost the player nothing more than the $1,000 medical fee. Repeated killings can still be punished. Especially if they are over several days .
Getting jailed for example costs you guns, so in this case it would be punishable
Spawn killing at PD and camping it as crims is not allowed. The cops will continually spawn and die over and over and it is very annoying. If they are doing a breakout or getting your guns out of the evidence locker, they need to do it then leave, they can't hang around there forever.
/crimes is a valuable tool to determine if something is DM, however, it is not everything. Always be sure that it is certainly DM before punishing. You can always catch them another time/day in the act. Watchlist players that there is insufficient evidence on so they can be watched more closely.
Do not exploit bugs or glitches, either in GTA, SA-MP or this server
Sometimes bugs occur which can give you an advantage over other players. Knowingly exploiting these is not allowed and players will have their illegitimate cash/score removed and received an infraction.
How players should be punished:
- If evidence is found that a player has exploited glitches in the server, it is an infraction of 3-5 points, depending on the severity of the exploit
Examples:
Exploiting a glitch to fast taze suspects and arrest them easier would be worthy of 4 points, as it gives a large advantage on the gameplay.
Duping money - also 5 points and taking the money away. Managers would handle this.
Do not attempt to avoid situations (e.g. death/arrest) by quitting
Quitting/crashing/screenshotting to avoid situations such as death or arrest is not allowed. For example, do not quit the game while falling from the sky to avoid death or quit just as you're about to be arrested by a cop. Gather proof from both sides if it is a report or complaint, always.
How players should be punished:
- If adequate proof is found, example: https://www.youtube.com/watch?v=-vxz_7zdeS8
- Infract the player 3 points for reason other - quit to avoid
- Watchlist them for /q to avoid
Avoid illegal and/or controversial conversation
Do not discuss illegal subjects such as drugs and piracy. Do not engage in heated debates relating to sensitive subjects such as politics and religion.
Discussion of illegal content is prohibited and players will be muted, infracted, kicked or banned.
How players should be punished:
- Warning in chat to stop first
- Infractions to players that continue the conversation after a warning, 3 points
- Watchlist repeat offenders
Cbugging
Cbugging is NOT ALLOWED AT ANY TIME by ANYONE. PERIOD.
How players should be punished:
- Warning via /apm and watchlist
- 3 points for bug abuse (cbug)
- Continuous abuse intentionally against staffs order = 4 points for bug abuse and ignoring staff
Cop Hunting
Cop hunting is not allowed. If a cop comes to attack you it is fine, thats part of the game. This is intended to prevent blobs of criminals from going and actively hunting police to kill instead of trying to evade.
How the players should be punished:
- Warning
- 3 points for cop hunting
COP RULES
Attacking Innocents or yellows
Shooting yellows or innocent players or their vehicles is not allowed. This Excludes whites or yellows that are aiding a orange or red criminal in their escape from the police
Players should be punished by:
- PSO for shooting yellow or innocent and 5 minutes jail. /showcoprules.
Attacking oranges
Attacking oranges or reds that are not a threat (IE no guns on them and no recent weapon threats or attacks in /crimes) to a cop's life is not allowedIf the criminals are not shooting the cops they should be tazed instead of shot down.
Suspects in water that are orange can be killed.
Players should be punished by:
- PSO for shooting non-threat suspect and 5 minutes jail. /showcoprules.
Attacking suspects fleeing in vehicles
Suspects driving away in a car can be shot at to disable the vehicle. Killing should NOT be the goal, unless the suspect is a threat to players life (IE Driveby shooting, ramming, etc). It is important to realize a suspects on low health (or on a motorbike) may accidently be hit by a stray bullet and killed, the cop should not be punished in these cases.
Killing suspects in a car that haven't driven away should be dragged out and tazed/cuffed.
This only applies if criminals are NOT shooting at the police and have no recent weapon crimes or attacks in their /crimes
Players should be punished by:
- PSO for shooting non-threat suspect and 5 minutes jail. /showcoprules.
Blocking roads with spikes or roadblock objects for no reason
Blocking the roads with spikes or roadblock objects for no reason is disruptive to the whole server as you are breaking the wheels of innocent civilian cars that drive past or through it and damaging their vehicles. This is NOT allowed.
You should ask the cops if they have a reason for putting the roadblock before you take any actions.
Players should be punished by:
- /arblock /arspike and remove the objects. Warn the cops in question.
- If it continues, PSO and jail 5 minutes.
- If it still continues after this, jail 5 minutes, infract 3 points for annoying/disruptive behavior
Stealing civilian personal cars
Not really a problem now that civs can recall their cars at any time even if somebody is inside it.
However, if it is a constant occurence over and over then the player can be punished.
Players should be punished by:
- Warning
- If it continues, PSO and jail 5 minutes.
- If it still continues after this, jail 5 minutes, infract 3 points for annoying/disruptive behavior
Camping bank
Players should be punished by:
- Warning
- If it continues, PSO and jail 5 minutes.
- If it still continues after this, jail 5 minutes infract 3 points for annoying/disruptive behavior
Camping Evidence Locker
It's not punishable.
Cops teaming with civs/gang members
Not allowed. This excludes giving bribes, but hanging around or intentionally avoiding most wanted players because they are gang members or friends is not allowed.
Players should be punished by:
- Warning
- If it still continues, jail 5 minutes and infract 3 points for annoying/disruptive behavior
