Can get you kill, think about this scenario, you are a cop at Pd and you want to use the extinguisher to cuff a player, a cop walks in front of you, you hit him with extinguisher and now you and that cop are stuned for 4 seconds, Is annoying. (or even more).

I totally understood what you are talking about, but my point is that...
Because X cop sprays at Y cop, Y cop will get the cough animation and will have to wait which is annoying. And people might abuse it (yeah, a punishment should be good, but why so many rules, wtf? let the server punish players instantly like those coughing animations lol). And I mentioned the skill because you need to know the exact time and the place to only hit the criminal, not other cops.
try to click rapidly but multiple times so u only hit crim with it and try to aim infront of crim a lil bit not on cops.
