just similar as a u know the country sheriff poster which is made by a country sheriff saying kill or catch the most wanted and get award well i hope u know those posters if u ever seen a sheriff movie so ill tell hpw it should work on mcnr
1.civilians could use cuff to catch Mws and handing over to Cops and getting reward
2.announcing about Awarding for the MW catch should be shown as, the player name and id with award when we type /catchandaward, /CAA
3.same as placing bounty on a player as criminal but this one is as a cop in sheriff way
4.award should be starting from $25 000
5.one cop can place catch and award only one time per ingame day
6.the civilian who catch that particular Mw should type /mwhandover, /MWHO so cop will arrive at u
7.after the cop get that particular cop who announced the award kill or arrest hat MW from the civilian who cuffed that MW will be awarded automatically based on script
8.if the cop (who place award) left the game award should be gone too and no money recover will be done
9.only 50k score players are the players who should be eligible to be placed as awarding MW
of Cource it will take more tome to implement a thing like this but it will be great + i would handover all my properties, money, vehicles if Mike u implement this

No, Because there may be new people that join the server for the first time and from what I saw most of them would just jump straight into crimes like vehicle theft and they will continue committing crime until they reach mW then if players could do what you just suggested trust me it will just ruin their experience on this server.
