You did a good thing by checking his crimes but if a suspect has made a life-threatening crime (i.e shooting with a deadly weapon, aiming at someone etc.) more than 5 minutes ago, you should not attack them at all. You will be issued a PSO (warning).
Asagle's screenshots evidence on arthur attacking him are insufficient, action logs cannot detect if you ram someone with a vehicle, a plane or a boat. A video would be best for such situation.
