I did original put numbers on the top of cop cars, but removed them because as the vehicle body jiggled around the numbers would stay in place, and it just looked bad...
Thanks for your response. I think that's especially prevalent on the Premier but less of an issue on other vehicles. From a RP server I used to play it wasn't noticeable on most cars, but I guess it's on a case-by-case basis

HPV's won't make sense because they have a fixed texture and will always stay black-and-white & have police markings. Even now, seeing the Ranger with a red livery might be a bit confusing because of all the police signage; a "medic" HPV will be indistinguishable from a regular one. I guess other vehicles wouldn't hurt, even though it kind of breaks the singleplayer atmosphere? (Especially the Sultan—really?)
Thanks for your response. The red (paramedic) Police Ranger is indeed confusing and still gets me sometimes, but I think this could be alleviated by having text on the vehicle stating "Paramedic". With what Mike mentioned previously, I'm not sure if the same tactic could be used on the HPV1000's, but it would be pretty cool if so.
I don't think the Sultan is a bad idea - there's plenty of first responder cars that are sedans:
