OPEN SLOTS FOR PROPERTY IF PERSON IS NO LONGER ACTIVE

I would suggest some house to be open for bid again or open for sale if a player aint active anymore like if they are not active for months.

But to be fair they can take a note from an admin if they would be gone for a long time.

WHY?

So can new players or other players have the chance to own properties especially to those rare and nice houses/mansions.

Properties are sold back to the bank if a player is not active on the server for 30 days (or maybe 28, or 31, I forget). But it only gets checked on a server startup.
At some point I will make it check on city change.
