Options > Advanced Settings/Options > Visual FX Quality = low, Mip Mapping = off, Draw distance = full, Anti-Aliasing = Full.
If it is still laggy, reduce the resolution.
//EDIT: You guys don't need a high FPS if your monitor is a 60Hz monitor.
60Hz monitor = 60 FPS is the highest FPS you can experience.
120Hz = 120 FPS
144Hz = 144 FPS
240Hz = 240 FPS
Do you have the frame limiter to off? If no, then turn it on by going to the advanced options. Forgot to add.
And if it is still laggy for you, you better buy a new computer. This kind of computer is just used for notepads and Wordpad-related stuff. Gaming in such processors and with no GPU isn't possible.
Also, try installing an ASI loader and the silentpatch. It can slightly increase performance a few.
And the potato mod is banned in MCNR as it removes some objects
