No... if they stays nearby a securicar for 15 seconds, then they should get a 3-star wl.

also I noticed that locking securicar doesn't work for civis..?

Well, then not in the bank area. Or after the securicar has 0$+ inside it.

And yeah, some people just follow us until they get a better chance to rob it(e.g. the guard is going to collect the money inside the shop).

And in GTA 5, or Online, you stay near them, you get RIP.
