Police Academy Instructors

I propose a system where Commissioners (Rank 10) are able to apply to become Police Instructors, akin to the Helper system, but for police. Instructors should have the ability to show /coprules to players and show a warning message on-screen to advise players they are breaking the police rules via /warncop (but not PSOs due to the potential for abuse).

Where players abuse this feature, for example constantly showing /coprules or providing warning messages for no legitimate reason, they should be demoted several ranks and be banned from becoming an instructor in the future. When /coprule or /warncop is issued, a message should be shared with helper+ (and possibly in police radio) to show "Instructor reminded of the rules".

Players that spend time playing with instructors should receive enhanced police exp and weapon exp at a rate that is balanced, in order to encourage players to learn from others. Instructors should receive a higher salary to encourage players to teach others.

Why?
+ Reduces rulebreaking
+ Reduces burden on administrators/helpers
+ Encourages players to work with each other to improve the community
+ Adds something for police to do after achieving Rank 10

This Is a great suggestion and i think Is also pretty simple to code for Mike.
Big +1
There are wayyy too many cyan cops that have no idea what they're doing. I second this.

⚠️ finnish ice fishing game ⚠️
Also, not every rank 10 cops respect cop rules. They break coprules aswell.
Despite unworthy players having access to such command, this can be abused too. On screen message is pain in the ass. They can use the command on player when they are in fight. You should consider how many clowns are there. I prefer this feature stays as a staff command.

I have considered that there are many Rank 10 clowns - the consequences for abuse should be heavy to act as a deterrent:

If a message to staff would contribute towards the countless spam they already probably receive, it could just be stored in the logs instead. The command wouldn't be used often, though, so shouldn't spam staff.
