Satchel Jail Breakout/ Molotov Fire Alarm (Jail Breakout Buff)

Creative idea, especially like the idea of using of a Molotov to set off fire alarm! Some thoughts:

+ Very single-player mission vibes which I think Mike is going for
+ More activities for both police and criminals
+ Unintended (positive) side effect of preventing people camping in jail
+ Could be balanced out by not allowing the Molotov/Satchel to actually be thrown, but has to be possessed to start a fire/explosion for example (could also add matches/lighter purchasable at supermarkets required to start the fire)
- Such items are a huge disadvantage to police, who cannot use such items in an interior
- Probably a rather major update

This would make more sense IMO.. the two person part, otherwise +1 great idea

I don't think all the cells can be opened, which sucks. It would be really cool if they could slide open..

if there are more than one in a single cell then everyone will come at once
(if they could slide open)
