On Sunday (in-game), make sure that players with stars cannot escape outside the active city. My point is that players cannot avoid stars outside of an active city, in my opinion it will be an interesting variety to the game and it will definitely make the criminal more difficult.

what about the bank robbers? you have to go outside the city to collect money

and sometimes the server is full of cops, and u can't just stay there and let them kill/arrest u

and the mafia money bag is also outside the active city

1. Your correct, but you can also claim a money bag from a robbery in tierra roboda unless the city is LV.

2. The money bag event happens at every wednesday and saturday so this won't be effective.

                      So I'm neutral on this one.

It's already hard playing as a criminal, no need to add this restriction.

Just like jed said

no need to add a hard coded restriction on people, its already part of the game mode for you to be able to go anywhere, but all the cars and activities and crap is in active city only.
